In order to serve as a Merit Badge Counselor in the Boy Scouts of America, an individual must be properly registered as an adult leader, be of good character, be 18 or older, be recognized by the District as having skills and/or education in the subjects for which serving as a Counselor and must be able to work effectively with Scout-aged boys.

To be registered with Westchester-Putnam Council, BSA as a NEW Merit Badge Counselor, an applicant must submit a completed adult application, a merit badge counselor information form and a copy of a current youth protection training certificate to the Council. All forms are available on the Council website hereExternal Link.  All NEW applicants must include the adult registration application whether or not registered in another capacity (e.g., with a district or unit).  Those individuals already registered with Council as a Merit Badge Counselor and who wish to add to or delete merit badges from their individual list need only submit a completed Merit Badge Information Form.  Only the most recent Merit Badge Counselor Information Form will be accepted.

A Merit Badge Counselor is registered at the Council level and is expected to work with Scouts in all units. The expectation is that a Counselor will be reasonable in declining a request. All Counselors will have their contact information published, in accordance with BSA policy, to help facilitate contact between the Counselor and the Scout. The District Merit Badge Dean for the district in which an applicant resides will review the applicant’s technical qualifications following Council’s initial review of the forms and background checks. The District Merit Badge Dean has final review and approval of the application and badges chosen. A Chartered Organization Representative, Institutional Head, Scoutmaster or Troop Committee Chair does not have the authority to approve individuals as Merit Badge Counselors.

An individual is welcome to act as a Merit Badge Counselor for one Merit Badge or several. However, the Council Advancement Committee strongly recommends a person select no more than eight (8) Merit Badge subjects. The Council/District Advancement Committees reserves the right to limit the number of Merit Badge subjects a specific counselor is approved for.
